David Carr is the Council Member representing the Mid-Island based 50th Councilmanic District. Prior to his election to the Council in November 2021, Carr served as Chief of Staff to former City Council Minority Leader Steven Matteo for the previous eight years. As a focal point of the Mid-Island Council office, Carr managed a broad range of issues from constituent and community matters, to moving legislation in City Hall. In less than seven years, he helped negotiate the passage of 27 of Matteo’s bills, which is a record for a Staten Island Council Member. He also worked closely with many community organizations and city agencies to help the Council member allocate funding and capital resources.
Carr has had a lifelong passion for government and politics and began getting involved in campaigns at the age of 10, stuffing mailings and doing literature drops for Guy Molinari’s final run for Borough President. He continued to be involved in races over the years and decided to dedicate his professional life to bettering his community through political action. After being staff on campaigns for two years, Carr began working in government doing constituent services in the United States House of Representatives. He eventually became the Chief of Staff to then-newly elected state Assemblyman, and current City Council Minority Leader Joseph Borelli before taking that role for Matteo in 2014. As a Council Member, Joe has proven himself to be a leader in the fight to keep Staten Island affordable and to keep taxes low. He has been an outspoken supporter of law enforcement, a leader in the fight to reform property taxes, and has been unafraid to take on the left.
